Sophia R. Meyer is a dedicated municipal law attorney with over a decade of experience serving local governments and rural communities throughout Northern California. Since becoming licensed in 2011, she has built a reputation for integrity, responsiveness, and results-driven advocacy.

Sophia currently serves as the City Attorney for the City of Red Bluff and represents the County of Alpine in Dependency and Public Guardian/Conservator matters. Her work ensures that public agencies and vulnerable populations receive thoughtful, effective legal support tailored to their unique needs.

In 2022, Sophia founded Sophia R. Meyer Law, P.C. to expand her commitment to public service and provide high-quality legal representation to clients across the region. The firm’s guiding motto—Integrity. Service. Results.—reflects Sophia’s unwavering dedication to ethical practice and meaningful outcomes.

A graduate of California State University, Chico, Sophia earned her B.S. in Agriculture Business with a minor in Business Administration, emphasizing marketing and management. She later attended Cal Northern School of Law, where she deepened her understanding of the legal challenges facing small towns and public agencies.

Raised in a rural setting, Sophia brings firsthand insight into the issues that matter most to Northern California communities. Her practice is grounded in a deep respect for local values and a passion for helping small jurisdictions navigate complex legal landscapes with confidence.

Kelly J. Snowden is a seasoned trial attorney based in Redding, California, with more than three decades of experience representing clients in complex civil litigation matters. He earned his Bachelor of Arts degree from San Diego State University in 1989 and his Juris Doctor from the University of San Francisco in 1993.

Kelly is admitted to practice law in California and before the United States District Court for the Northern District of California. His practice focuses on civil litigation, with particular emphasis on medical malpractice defense and personal injury defense. He is known for his strategic approach to litigation and his commitment to achieving favorable outcomes for his clients.

As a member of the American Board of Trial Advocates (ABOTA), Kelly demonstrates a strong dedication to the highest standards of professionalism, ethics, and trial advocacy. He takes pride in providing responsive, high-quality legal services and building long-term relationships with his clients.

When Kelly is not working, he enjoys spending quality time with his children, reading, and relaxing with a nice glass of Cabernet.

Cashel C. White is a partner with Sophia R. Meyer Law, P.C., where her practice focuses on civil litigation, while also encompassing juvenile dependency, appellate work, criminal defense, and the California Public Records Act. She has extensive experience managing civil litigation matters, providing clients with guidance on case strategy, settlements, and trials, and ensuring they are informed throughout every stage of the process.

Before joining the firm, Cashel served as a prosecutor in Solano County, gaining extensive trial experience in cases ranging from DUI offenses to domestic violence and physical abuse. She also worked with one of California’s largest municipal law firms, handling Public Records Act requests for multiple law enforcement agencies, including complex cases involving use-of-force incidents. Having worked as both a prosecutor and municipal attorney, she brings a unique perspective to each case, combining knowledge, thoughtful strategy, and a genuine commitment to her clients.

Cashel earned her undergraduate degree from Simpson University in 2012 and her Juris Doctorate from Thomas Jefferson School of Law in 2017, graduating with honors. She was admitted to practice law in California in 2018 and in the Eastern District of California in 2025.

When she’s not practicing law, Cashel enjoys spending time with her husband and their three dogs, Stella, Poppy, and Grizz.

Claudia brings two years of legal experience and is at the heart of our team, keeping the firm organized and our clients supported. She handles filings, discovery, correspondence, and scheduling with care and efficiency. Before joining the firm, she worked in education, supporting local schools and youth—a commitment to service that continues to shine in her dedication to our clients.

Claudia earned a Bachelor of Arts in Classical Literature and Language, as well as a second Bachelor of Arts in English, from the University of California, Santa Barbara. She also holds a Master’s in Education from Antioch University. 

When she’s not working, Claudia enjoys spending quality time with her son, staying active through fitness, and volunteering in the community. 

Leslie brings extensive legal experience and a deep commitment to supporting clients to Sophia R. Meyer Law, P.C. She began her career volunteering with the Butte County Victim Witness Bureau, then spent over ten years assisting prosecutors as a legal secretary in the Butte County District Attorney’s Office. She also served as a paralegal with Butte County Children’s Services for a year and a half before joining the firm.

Her years of experience across prosecution and child services give her valuable insight into the legal system, and she plays a key role in keeping the firm organized, ensuring cases run smoothly, and supporting clients every step of the way.

When she’s not working, she enjoys spending time with her husband and children.
